I think right away as soon as you start paying faithfully, that is already better than even a perfect record with no purchases.
You should be able to get a card for that low amount, but why not just save up or pay as you go? I pay my card off every month.

Paying your car on time is not enough you have to open credit lines, even if you know you won't get approved for credit cards you can apply for secured credit cards where you put the money on the cards and use it as a credit card they get reported to all 3 credit bureau's each month and that will help your credit score a lot but you have to pay them on time and allow 6 months before you see any improvements on your credit score.

Well, after you finish paying off your car, your credit will probably stay the same, credit points are awarded on revolving credit as well a usage of current and new credit lines.
Depending on what your score is, well lets pick a sample scenario. You only have your car and if you pay it on time for at least 1 year your score should be around 600..this will depend on your lender, how often they report to the credit bureau. Now if you don't get any other credit, your score will still be in that range maybe 20 points extra; However, if you have a credit card and only use about 40% of the credit limit and make payments on time for the first quarter(3 months) your score should improve by 30-40 points, after the second quarter( 6 months) about another 20 points, here you should be around a 660 mid score and that is good score, by the end of the year provided you keep you card and car in good standing your score should be around 680. Then you can pick up your phone and call Citibank or American Express and get one of those premium companies credit card and you will be in the right path towards a 720++ score, remember the trick is that you have to have discipline, always keep balances for credit cards under 40% and don't just make the minimum payment. Now you can pay the whole balance on the monthly bases however, your score will take longer to improve.
Hope this helps

Every 6 months your credit rating should go up, if you don't bounce payments!

I'm sorry to say that it takes around 24 months of continuous on time payments to really see a difference.
